Nikon apature settings

I have noticed the large amounts of time setting. But there are time setting  like 13" and 30". what does the " mean in time. Minutes or seconds. I am very new to this and have not been able to find the info I need on google.

It means seconds.

Thank you so much. I thought so but wasn't to sure. I am new to this and even though my photos aren't that good it is very fun.
