What you mean you have to take one out and the another one you turn

Was it previously working, and now no longer is? Both bolts have to be used at the same time, one tightens while the other loosens.

Can you loosen both adjuster screws ?
If so, can you back them off, say 1/4" 4-5mm and move the mount by hand ?
If not, the bolts holding the mount to the tripod/pier may be too tight.

both are like this, but even trying to apply a light pressure they don't move an inch

No, I also tried with a little lubricant but nothing, now as soon as I have time I'll take the mount to the service center, I don't want to cause further damage, thanks anyway

update: I managed to fix it somehow, I'll do some tests tonight, thanks everyone for helping me

Retract both screws and see if you manually can move the Alt-axis on the mount.
If it is too hard you should loosen the tension on the bolts on that axis.
